Will pichu ever be considered as a playable for project m?(with a better movset obviously) or could the project M creators make pichu a costume for pikachu (like they did with mario/dr.mario) Just wondering about this.

They can't do that because Pichu is physically smaller than Pikachu so the hurtboxes would be different.

About the icons being in the files the PMBR put a picture of Pichu in the files as a joke.

Pichu is not planned to be created anytime soon and I don't really see him having much potential anyways even with a modified moveset without being a clone.

Project M has the potential to add 5 more characters. It's up to them whether or not one of them is Pichu. Pichu would finish off the Melee roster, but there's already an overload of Pokemon on PM's roster. A lot of people (including myself) think Pichu would be a waste and the five characters should be someone who can bring more variety to the table. That being said, if the PMBR changed up Pichu's move set enough to make an interesting character by all means they should go for it. It's all speculation at this point.
