For Example, Mario and Dr. Mario. Their SFX are different. You know when mario throws a fireball and dr. mario throws a pill. Those SFX change. But is it possible to change voices, but in a different costume/color?

Changing Voices, but different.

It's possible, but you would need to edit the character's moveset file yourself in PSA. I'm not sure exactly how though.
You would also need to have enough blank spaces in the character's SFX group, and those are not very common for some characters.
