Changing/modding jumpsquat frames

Hi everybody,

If I was to change a character's jumpsquat frames, how would I do that? For example, if I wanted Falco's wavedash timing to be more similar to Fox's, could it be done?
Is it easy/difficult for someone with little to no programming or modding experience? Can someone help me out with this?
