Many other games with patches do this. It's so you know what to expect going in so you don't complain about changes that weren't actually made. Why would they put out a changelist before the game is released?
They won't release a changelist before release because as always, everything is subject to change. It'd be pointless to release a changelist, need to change something, and release a different version than the one that was expected.
Also, what. We've had that thing for months. We're still waiting on the change list for 2.6 man...
They've got lives and probably busy schedules. It seems a little entitled to expect them to go to the trouble to write everything down and then change things if something gets changed. There's an edit function on the forums for a reason... that's not really an excuse.
I want to see what they're changing so I know what to expect in matchups.

I get that, I would love to see another blog post on the main page to ease this anxious feeling before 3.0 drops.I suppose, but it'd also be something cool to do for the community to help make the wait a little less bearable.
On second thought, forget the change-list and the blackjack. We don't need the PMBR. We can release our own change-lists, with blackjack and hookers.
There's still some unchanged things, like stages and some character updates. While it is of norm to have a changelist preceding the release in other games, PMBR doesn't exactly have that luxury. However, they are releasing the changelist on the same day of the new version which is still pretty sufficient if you ask me.
