When I play in Fox dittos, it seems that I have trouble chaingrabbing the other Fox if they DI and are at 0% to around 23%. Is it possible to chaingrab a Fox within that range of damage percentage if they DI?

I believe you could Could JC grab them.or look at Jfox's cg topic like Fefnir Cerveau said.

It's fully possible, you just need to have quick reflexes. There isn't much time for you to mentally register their DI. You need to start chasing it after only a few frames.
And yes, RedYoshi92 is right, you can use JC grabs. Watch any of Zelgadis' Fox dittos (or ether of his popular combo videos: DBR Evolution or Shined Blind), you can see him chaingrabbing other Foxes with JC grabs, even at low percents.
