Is Falcon's d-throw cg on Pika guaranteed or is it DI dependent?

The d-throw regrabs on Pika depend on DI, and obviously percent can change how you interact with the DI. So no, it's not guaranteed, but it's a good punish option along with his other options to rack up damage and kill Pika.
