CBliss extra color slots don't work with USBLoaderGX?

I successfully made a new color slot for Jigglypuff with all the CSPs, BPs, etc with the cBliss tool, but the extra color slot only appears if I use a real Brawl disc, and not by loading a Brawl wbfs/ISO through USBLoaderGX. Are there any workarounds to this? I do not want to replace any skins, but if I have to, I will.
