To answer your question, he is far, far, better in Smash 4 and Ultimate than in Brawl. Brawl Falcon is a tragedy.

Falcon is better in Ultimate and Smash 4 than he is in brawl. Due to the mechanics and the lack of hitstun that is present in Brawl, it severely nerfed his combo game from what it was as a staple in Melee. He’s also a fast faller, so he is basically a punching bag for combos.

All of that including his limited oos options, kill moves that are hard to land, bad recovery, easy to chain grab, and terrible aggressive options and defense against other opponents is what brings him down to low tier.
