Captain Falcon down throw

so if this has been posted already can some one link me to it? now my question is which character and % is the down throw knee combo almost always guaranteed? as long as you do it immediately after the grab and your momentum is still traveling forward i know character like pikachu and fox for examples after 50% its guaranteed if done correctly. what are the other characters and % does anyone have confirmation?
