Cant Get Project M Patt Edition 3.0 to Run

I cant seem to get any .elf files to run on my wii, the red one bundled with new supa mairyo bruhs. I have a 4.0 menu, and a NTSC (I think thats it, its definetly not PAL) I have a 2 gig SD card, normal SD. Basiclly it woulnt load smash stack when I go to stage builder. No stages on my wii, sd card is formatted,everything is extracted. If im missing something please inform me.

-Codes Folder(from PMPE zip archive)
-Private Folder(from PMPE zip archive)
-Projectm folder(from PMPE zip archive)
-background png
-boot.elf (just changed it to the .elf from hackmii)
-gameconfig(PMPE)

-Gecko1931 Folder
-hackmii_installer_v1.2 Folder
-Projectm folder(from PMPE zip archive)
