With what little experience I've had as marth (and being the meteor machine I am) if the enemy is in front of you, where the tip of the sword would be, and down a connects it will meteor them.
You can always L-cancel after you land by pressing L or R of course, but your question confused me. At least that is the way I learned how to meteor as marth. I also don't know if you're asking how to meteor mash or how to L cancel?!?

When to is to tap L or R is right as you are about land after you attack. There are a lot of videos about this topic. Any character can do this.
It's really easy to see as Link: Press Down A where the sword is under him, and right as you land/almost landing press L or R. You'll see him pull the sword out twice as fast (or almost). If you do this after you attack it reduces the lag time.
Hope that helps.

at what time do i press l to cancel?
pretty much right as you land. try it out for yourself, shorthop a dair and press L as you hit the ground. If he lands and takes a long time to get up, you didn't do it properly. If the animation looks shorter than usual, you probably did.
