Can you make your own 1v1 tournament?

No. Only Nintendo can, with automatic tournament generation.
You also can't have "points" tournaments as 1v1s period.

The only way you can is if you only have two people in a lobby playing then have the match start without anybody else joining. I've done it twice before but trying to coordinate that is impossible.
