Seriously though, why is a minister in control of an army?
"The Subspace Emissary" storyline introduces a force of formless enemies called the Subspace Army. They are ruled by their commander, the Ancient Minister.

Shouldn't they be ruled by a general, or is a general commanding them while the ruler is in charge? Ahh! It still doesn't make sense!
