Can Netplay for melee work for a Dell Latitude 7000 series?

From a raw performance perspective, these should work as long as you get one with an I5 or better. The modern ultra low power I5 chips that are used in the latitude 7000 series (from what I've seen by googling) are enough to play Melee with the Faster Melee dolphin build. Make sure it's one of the newer CPUs, meaning the model number starts with 5 or a higher number like the i5-5200u or i5-6300u
I know people with similar specs that can run it no problem. However laptops are always really weird in their behavior as they will adjust the CPU performance (throttle) according to the power setting and temperature. You'll have to make sure to run in high performance mode in the power settings and turn off any power saving when you're playing netplay.
Some laptops don't have adequate cooling and will get too hot under sustained load, causing them to thermal throttle. Maybe look up some review that tests the throttling. Notebookcheck is my go-to review site for that.

if so, which version of melee should i get?
In America, people play with the NTSC version and in Europe people play with the PAL version. Here in Europe many people are using special netplay ROMs. If you can't find a certain ROM online, ask for it in the chat at smashladder.com, someone will PM you a link.

I advise you to use the Faster Melee dolphin build and download it from the guides section over at smashladder.com, as it comes pre-configured for melee netplay and there is little you have to adjust.
