Can I limit the amount of Alt Costumes?

I plan on customizing a small clean project of smash for myself, I want to limit each character to about 3 to 4 costumes. Can I do this with out using any codes and just modding the files in the sd card? I saw a mod to make each player have 10 costumes maybe i can do the opposite?
