Can I have different movesets for each texture?

Hi guys, I just have a quick question. As said in title ^ can i have different move-sets ( or PSA) for each texture(character skin)? For example under ike i have a zorro skin and a cloud skin, is it possible to have different movesets for each of them? If so how, thanks in advance
