I think it means to give someone something liek:

10chars = you get ten characters
10Ike's = you get ten Ike's
and blah blah blah

yet with my education on smashboards I still have yet to know what it means

you're not allowed to post a message with less than 10 characters. so you post "lol /10chars" instead of just "lol".

Rofl. You need ten characters (letters) in order to post. Typing 10chars (or any other random assortment of extra letters) fills space if your post is something as simple as "Lol". In general it's not very difficult to write something substantial so you shouldn't have to bother.
