There may already be a thread on this but I found that if you use the burning spin dash you will jump lower out off your down b no matter which one you have. Is this a glitch or is this intended?

This is known.
Probably not as much of a glitch as it is just bad programming. The game technically sees both versions of spin jump as the same move, so the properties carry over.
