Sorry for the potential noob question, but this has been bothering me. Can you buffer in Project M? In Brawl I could easily do stuff like buffer an Fsmash after Marth's Fthrow for free damage. With my Mario in Project M, I've tried to buffer a jump during Dthrow so I can perform a Fair, but it never seems to buffer so I have to wait for the throw to end to jump and attack. Does buffering just not exist in Project M or do you have to do it a certain way or something?

No. You cannot. There is no buffering in PM.

actually....

pm has cstick buffering for oos actions (so you can cstick to roll/dodge/jump on the first possible frames out of shield stun).

Ah, okay. So when I am jumping and doing a Fair after Dthrow, I just have to wait for the throw animation to end before jumping.

There is an option to turn on a 3 frame buffer window within the versus options, called "Input Assistance". It isn't legal in a tournament setting, but you can turn it on if you feel like it would help ease you into learning the move timings.

Eventually you will have the tight timing down and it will be second nature. You won;t even notice the lack of buffer.

Buffering allows you to input commands before your character is ready to do so and the command still goes off, granted that the input was within the buffer window.

For example, if you have a 10-frame buffer (which I believe is the case with Brawl), you can input a command up to 10 frames before your character is actually able to perform that action, and as soon as your character can perform that action, they will.

So imagine you're Marth. You grab someone and forward throw them. During the forward throw animation you could input f-smash. On the first frame that Marth is able to perform that f-smash he will do it.

This post is probably redundant but I'm trying to explain it drunk. So.
