Budew?

Ok, I know it evolves through -day and happiness-, but I can't quite get it to evolve. It is level 16, and I've taken it around during the day and beaten many a weak poke without faint.

Am I doing something wrong?

No. You're doing ok. But her "happiness meter" hasn't reach the exact "love points" to make it evolve. Giving her items also help her raise her happiness. Make it hold Soothe Bell to raise her happiness further more.

Ya like H@wk said give it soothe bell and vitmins. Give it a massage at vielstone from the girl and then from the ribbon syndicate (if you have the blonde girl out of the way, if you dont collect 8-10 ribbons). After this run around and battle with it for a while and it should evolve. And if you want theres certain berries that raise happiness but they lower EV"s of a certain stat by 10 I think.
