Broken shield but no dizzy animation?

I've had this only happens twice, but I've noticed when I'm playing and I break someone's shield they're able to break free from the dizzy animation almost instantly. What is causing this, and how do you do it?

It's not a variable of percentage damage as I did this to a zero suit Samus at like 10% and she instantly "mashed out" of the broken shield.

I did the same thing to a Zelda player and they "mashed out" while free falling off the stage (corner shield break).
