Bright Powder makes 1 out of 10 attacks miss, give or take as a modifier for accuracy. Since most attacks do more than 60%, it is better on average to make 1 attack miss out of 10 rather than to heal 60% over 10 turns. You end up with a higher rate of return.

I remember I used that as an argument when I used Stalling Moltres long ago.

Moltres @ Brightpowder
Pressure: Bold
248 HP, 148 Defense, 112 Speed
Flamethrower
Toxic
Substitute
Roost

Even in the case they missed a sub, that's still saving me 25%. And with SR ripping off 50% of your HP, sometimes that 10% chance of missing is the only way you can get out of the situation compared to the 0% chance of the opponent missing with, say, Starmie's surf when you use the "safe" option of Leftovers.

Reason why: Pokemon is not probability-friendly.

If Brightpowder wasn't a luck-based item and had an effect that goes something like...

If you have 1/3 HP or less, the next attack will miss and Brightpowder will be used (like a pinch berry).

OR

The first attack used on you will have a 50% chance of missing and Brightpowder will be used (like Focus Sash).

Another reason: leftovers is generally for walls or tankish pokemon. So it gives them alittle extra heal rather then 1miss. Example = Lapras' only means of recovery is water absorb(which wont be used to much) and rest(not worth a moveslot) which means leftovers will become more important and a must. brightpowder will work more-so for delicate sweepers. But luck based items arent very wanted.
