Brawl- Compatibility/Few Noob Questions

I have a few questions regarding Brawl- and custom character skins.
I've been trying to add custom character skins but they don't seem to work and it looks like they work with Brawl- character tweaks. Do custom skins work with Brawl-?

Also, are .pac files and .pcs files the same thing? For example, if a .RAR file comes with a .pac and .pcs, do I only need to use one?

For textures, you only need the .pcs unless it is a character that can switch (zelda, sheik, samus, zss, pt pokes) in which case you need both. The pcs files are for vs. Pac are for single player.
