BGM gets turned down after 2 minutes of idling

There isn´t much information to add here. If no player presses a button for 2 minutes the background music´s volume gets reduced to one fifth with a 3 second fade out (and fade in when player presses a button again). This should get rid of the 7 setups in the background blasting the menu1 theme and that one setup playing menu2 during finals at tourneys.

(SEEMS to be working, but my dolphin is kinda buggy with my pal iso, so no guarantee until one of you tested this one out on real hardware)

Works on dolphin, if someone would be so kind an test this on a WII/GC I would be highly appreciative of that.
