Kyogre is a better starter IMO since he causes rain for Kingdra/Manaphy. And I'd replace Kingdra with Deoxys-L, you have plenty of offensive power already.

I've playtested deoxys FR a LOT in DP and he isn't up to hype. He's been pretty disappointing thus far.

I had steel plate on arceus initially, but he's my blissey/lati@s counter.

lots of players expect kyogre/groudon leads and can counter, it's not very smart to open with them. latios OHKOs and outspeeds both of them and doesn't need weather.

deoxys LG might work.

every pokemon on this team can OHKO mewtwo, and every pokemon on this team can survive a hit from mewtwo except manaphy, who dies from a 447 thunder.

If you want to create a "best team" for the uber tier make a post saying so. Expect it to be a short discussion as the uber tier lacks the balance of standard.
