With the latest consensus of the community being that custom moves should generally be allowed in the competitive scene, I decided that I should start trying these options out. What do you guys think are the best custom moves for Fox?

I use Neutral Special (3), Up Special (1), Down Special (1), and Side Special (2).
NS (3) has better range than I anticipated, and far better KB, as well. I killed with it around 150%. It self-charges, and can be used to limit options while your opponent is off the edge. If laser canceling was still in, I'd probably go with NS (2), but since it's not, I'm going with this one.

I stuck with the standard Up Special, because it seemingly goes the farthest, and I feel the safest while I'm doing it. There are multiple hitboxes at the beginning of the move, and an extended hitbox throughout the rest of it.

The standard Down Special stalls in the air AND has a hitbox. The other two don't have hitboxes, and DS(3) doesn't stall (DS2 might not stall as well...I can't remember). DS (2) has a wind box, but it doesn't push back significantly enough to compel me to use it.

I use Side Special (2) because the ending frames create an AoE explosion, that does decent KB. There are no hitboxes until the very end of the move, but Fox travels just as fast as he would with SS(1). The explosion of SS(2) is slightly delayed, which might cause someone to think you're vulnerable for an attack. But then the hitbox comes out and they get hit before punishing the lag of Illusion. It's not guaranteed, but it's a possibility, and I like it.

Honestly what custom moves you use depends on your style and what the matchup is. Maybe we'll figure out the "best set" of customs, but personally I like to use

Impact Blaster (Neutral 2): The lag is a bit irksome, but I'm really good at aiming these kinds of lasers due to heavy 64 Fox and Melee Falco play. The higher you shoot the laser the less lag you get, if you shoot it low you have to watch the animation of Fox twirling it into his holster.

Wolf Flash (Side 3): Fox's recovery gets a huge buff from being able to up b out of illusion, but Fox has a bit of air time before being able to do it. The vertical distance gained with the Wolf Flash I feel makes up for it. I've also found it to be a pretty good
kill/edgegaurd move too. It's a pretty sick edgegaurd if you down-throw near the edge and space the meteor hitbox well. Even if you get the upwards hitting hitbox, it's still an alright kill move.

Fire Fox (Up 1): The distance of the Flying Fox and power of the Twirling Fox seem attractive, but I'd rather have the middleground of having hitboxes on my recovery and being able to recover from deep. If I find my opponent stopping my Fire Fox recovery, I'll switch to Flying Fox. If I'm having trouble getting kills, I'll switch to Twirling Fox.

Reflector (Down 1): Honestly I think it's mostly matchup dependent on which one to use. I'm sticking to the normal reflector unless there's a matchup where I can gimp with the Big Reflector (Little Mac, Mega Man, Shulk, Mario, Luigi, etc). The amplifying reflector's startup and lack of shine stall make it look inferior unless you're fighting against an obnoxiously campy player (even then I'd rather have the speed of the normal reflector).
