Just built a new computer and I'm wanting to get dolphin back, I'm just curious what build most people are using nowadays.

Here are versions I use:

Official Smashladder: 7840 (Has dead frame and input polling inaccuracies)

When input polling fix was officially fixed: 8586 (Broken for netplay)

Both of the emulators above have a dead frame problem.

Ishiiruka dolphin removes the dead frame that is present in both of the above emulators when using the video double hack however it has some slight sub-frame timing inaccuracies with polling as a result of it being double:

This dolphin also has the highest performance by far.

The latest version of dolphin is also fine to use.

It's been a while so I forget; do both players have to be using the same version of dolphin?

I'm fairly certain you have to be using the same build.

Also what is a dead frame? I used to play on Dolphin a lot and I felt like sometimes I would try to double jump and nothing would happen, is that related?

Reading his link, it appears that shortly after launching Melee there is a frame that accepts no inputs, and from that point on every input is read one frame late.

Can Ishiiruka be used for Netplay/do many people on netplay use it? And does the latest version of dolphin have the same dead frame issue?

Well you would have to request it and see if the other person has the same variant(version) or is willing to download it.
