Best counter?

I was wondering who's Counter is the best.

I heard Palutena's counter does only 10% damage and has set knockback which is pretty poor.
Greninja's counter is probably the worst of all because it is too slow.
Shulk's counter is pretty nice though especially with Buster on it deals insane damage.

What counter do you think is the best?

Ike's in my opinion.

If I remember correctly, Shulk's, since it slows down the enemy and can punish stuff like Sonic's homing ball that other counters can't, and Palutena's second, for having a high damage multiplier(1.3x), but less range as a result.
