This is my list of the minimum of what you need for smash 4. I'll update this as I find necessary.
1. Short hop:
Definition: a small jump
How: quickly tap the jump button (simple)
2. Fast falling:
Definition: a quick descend to the floor
How: tap down on the control stick at the peak of your jump
3. Buffering (passive, not sure if works with everything)
Hard to define.
How it works: During recovery frames you can put in your next action, and at the first possible frame the action will be done
4. Perfect pivoting
Definition: not wavedashing, more like stand sliding ( it makes sense)
How: dash in one direction, and immediately flick in the other direction (really flick)
5. Back edge instant (my name)
Definition: a practically instant grab to the edge after running off
How: run off the edge, and immediately side B towards the stage. (works with any character that has a side b that can change the direction they face [I think])
6. ???
7. Profit

Solid basics, however, PPing and the ledge thing isn't that basic or as necessary compared to the others. At least not right now, maybe it'll be needed like the rest in the future though.

I'd add auto cancelling. Sure it's passive, but if you don't know how to do it, your aerial approaches will be punished every time.

I agree with the new ledge mechanics that ledge grabbing is more of a niche luxury than a necessity, but perfect pivoting is borderline. It offers useful spacing options for some characters, but I don't think it fits the "minimum of what you need to know" bill. You can be successful without it as of right now.
