Yes, it's very rare in games. But it's only because most developers can't realistically manage to do it because their playtesting team can't TAS the game in development.
This is one of the great strengths that Project M has: they're building off of Melee, a game that has had players study the physics and moves for years and years and still haven't reached the peak of the Fragile Speedster top tier. This gives them the opportunity to reach a practically infinite number of mental strategies and technical interactions.
You know what else is like this? Physical sports. Basketball, Football, A. Football, Baseball, Golf, Boxing... etc. all have rules to stop players from cheating, but the great players have worked within these rules pushing mental and PHYSICAL limits. Project M is quite likely the ONLY game/mod that allows this sort of pushing limits with all of the interactions available and sheer speed and complexity of input links.
All these people who say that PM should stoop down to the limits of traditional fighters (like Smash U has currently) are holding back what could be the best fighting game ever. PMDev, please ignore this people and let it be a video game that doubles as PHYSICAL SPORT.
