Balancing Act

If a balance was to be achieved I would say to adjust in-game values at this point to make him less effective, but without changing the overall mechanics he ends up having. Ultimately, you do change the mechanics a bit, but some things less than others. Changing his Bair from a long lasting duration from melee to brawl is one such thing that changes how he can use that move I would say pretty greatly.

Otherwise, I believe PAL shortened the length on FireFox. I would adopt that change. Remove the invincibility on shine for the singular frame it is out. Give Fox the same spot dodge traits as most any other character in this game. Possibly lower the percentage on some moves every so slightly. One of the reasons the top tiers are rather good is the damage they output is ridiculous. Roy's Sword tipper moves often do the same percentage as Marth's non-tipper.

A few changes which are SMALL can go a long way to reducing the effectiveness of the character without changing how you can play him.

Irrelevant, but this is my first time hearing that fox's spot dodge stands out from the others. How is it different? Better frame data?
Nevermind. It would seem I am getting my memory messed up or something. I thought that Fox/Falco had the best spotdodges in the game, but they happen to be tied with a good portion of the cast. Its only characters like Peach, Falcon, Jiggs, and Marth which end up having some of the worst spotdodges in the game. Most of the cast matches Fox/Falco with the best spotdodge being 2-15/22 (iframes/total duration). While Marth is something like 2-18/27.

The only reason I mentioned spotdodge is because the extra duration makes it easier to confirm the dodge and punish back.
