Back again (lots of questions)

Hello! I just carried up my old CRT Television from the basement and found my GameCube games. I guess it’s time to give melee another try (oh man do I suck at this game). I personally would like to play smash 4 but I don’t have the money to spend on a Wii U for one game. The thing that discourages me from playing melee is all the tech. I can't short hop or L-cancel for the life of me. There is SO MUCH to think about at one time. I feel really overwhelmed. I think my best bet is to keep playing. I main Samus in smash 4. However, I have heard that Marth and Captain Falcon are good starters to learn the basics/fundamentals of the game. What can I do to practice by myself? What is going to help me the most? I suck at DI, I need to practice/understand that. Should I install melee on my PC and try facing others? I have a 1ms and 144hz monitor so I think I can run it well.

Netplay is a good way to practice, and if you have dolphin you can use 20XX. For now I'd guess just learn wavedash, dashdancing, and try and just play people. You'll suck at first, but with some practice you'll get better. Don't worry about being amazing to start off, just worry about learning the basics.

You should check out my Melee Library. It has a beginner section.
Part of the fun of Melee is how much you're able to do in the game which gives you a lot of freedom. That's why it feels so overwhelming. You'll get used to things as you play more and practice. The feeling of improvement after working at something is addictive.
Netplay is a useful tool, but don't let it make you complacent and not find your local scene. Meeting other smash people is half the fun.
