At what percent does CCing with Falco not work?

Simple question, if it's a stupid one or there's more variables to it than one would think PLEASE let me know! I'm trying to sharpen my defensive techniques in the game so i appreciate the help.

I believe CCing is effective at all %'s. At very low percents (and it depends on what attack hits you), you can usually act almost immediately and punish your opponent. As it gets higher, you will inevitably take knockback and fly but the distance you get sent can actually a lot shorter than it could have been.
