Patches, like game releases, are typically done at the earliest time zone per region (so, for the US, Eastern time). This isn't always the case, sometimes it hits a bit early, or server overload can cause it to be late.

I'd say expect it when it happens. Most likely midnight the morning of Wednesday the 15th, but anything by Wednesday night is technically on-time.

that's great. i'm trying to remeber when balance patches came out last time? was it japanese time zone, cuz if so, it'd be great! cuz we'd get it early

They announced that servers will be down between 11:50 PM and 1:00 AM PST, so I assume the patch will be released 1:00 AM PST.

It was 1 AM on the 15th. I believe it's on the website, but I saw it on reddit.
