Learn PHP and somehow find a free way to host a website (you are probably going to need access to the website's server too). I have seen colleges that give their students free webspace. That is probably your best bet.

Ehh.. You will either need a free server for your forum (includes websites), or buy a server for yourself to host it on. (costs money).

...Well that's as far as I know (in other words, could be wrong), so I'll answer "You can't."
