I was just wondering if there was anyway to install the 20XX hack pack for PAL players in UK and Australia. Hopefully there is a way like there was for PM.

Yes there is! I am a PAL player and I have been using the 20XX hack pack for my European wii for a while now.
The hack pack is not compatible with the PAL version of melee as far as I know but since recently you can simply switch between PAL and ntsc characters in the character select screen. There are some minor engine-related differences I think but these shouldn't affect your training.
You don't really "install" the hack pack, you simply load a hacked (ntsc) melee ROM. You will need the homebrew channel and a loader of some sort. I recommend nintendont as it is fast, easy and loads ROMs from an SD card as well as from an external hard drive but SD cards are simply cheap and everyone has one laying around.
You will need to "assemble" the hack pack yourself by downloading the Rom and replacing some files. Instructions are found in the 20XX hack pack thread.

Got it working thanks for the help man :) I think the reason it wasn't working before is because I was using DIOS MIOS to load the game and it would just restart my wii. Anyway finally get to play on NTSC because PAL D-air sucks for marth.

Oh ok so the loader was the problem?

Honestly, I think you should practice with PAL dair.
When going for Ken combos you may be restricted to up-Bs but that's something you should work on, getting the positioning right or maybe even having to hit with a different part of your fair hitbox but I'm not a Marth expert.
You should also practice combos out of dair since it has more hit stun as a meteor so it can lead to better combos. (hitting a grounded character that is)
Kadano for example uses dair to f-smash on my sheik at certain percents. He mentioned that it is pretty guaranteed, don't take my word for it though - it leads to very solid followups either way and more so than in NTSC. Maybe ask about it in his Marth guide.
