It happens to me all the time and it is super frustrating. It makes me do very bad things like full hop and do standing laser and do attacks with a lot of lag that I don't mean to do etc. Any helpful ideas?

Hmm, I've never experienced my hands stopping in game. I have a different problem where it takes me a long time to get sped up though.

One thing that might help is remembering that the controller does not care how hard you press the buttons or move the stick. Using a lighter grip might help keep your hands and arms relaxed which might help you.

I think I know what you mean by locking up. It happens to me when I try to practice shorthopping with Fox x)
It's like I'm trying to tap the button so quickly that my finger just doesn't move.
I would reccomend trying what Lowell said, and to just keep practicing your techniques in general. Maybe in time you'll get your techniques down and you won't lock up anymore.

Thanks. Yea I guess I could have been more specific in what I meant. The muscles in my arms tense up and it causes me to press buttons harder or slower and it happens to me a lot if I play for awhile.

Grinding out tech skill may help (I need to do it too). The other thing to do is relax, and try to stay focused on exactly what you want to do, and how you want to bait your opponent to fall for it. I bet this happens during tense matches? If so, you should either play someone you really want to beat in some regular matches if they're willing [friendlies], or else if you have a bit of spare cash, play large-match-number low-money value money matches against people who are very skilled (one guy I met who said he's not that good often does first-to-10 for $1 with players a lot better than him so he can get a lot of practice in against people who play seriously) - something like this may help you figure out how and when you tense up so you can work on keeping relaxed.

If it just happens whenever, it may still be tied to being too caught up in trying to execute something perfectly, so figuring out when that happens and how to stop it in friendlies with whomever may also be sufficient (then you save money).

It also sounds like a stamina thing - make sure you rest up before tourneys, but you may also benefit from some Smash marathons (6, 7, 8 hours with friends) where you keep playing almost non-stop and focus on keeping loose - it will improve your stamina so that you can be prepared if you do go deep into a tournament and/or play in multiple events.

I sorta-recently contracted severe tendinitis in my right hand/arm. It lasted for like 6-8 months and I still experience slight remnants of it.

This is what I do to prevent/remedy feelings of stiffness and/or soreness. I'm not trying to diagnose you with tendinitis, but who knows, this might help you.

Every morning shortly after waking up I do wrist curls, and full arm curls that work out the inner elbow and upper arm using a 5 pound dumbbell.
I use a regular rubber stress ball and do full hand squeezes of it, and also squeezes using only my thumb, index, and middle finger, as those fingers are where most of your hand dexterity is.
I also stretch my wrist/fingers before playing any video games, following the stretches in this video:

As far as the workouts go, much like tech in melee, you have to commit to doing them every day, or else you won't build up strength and dexterity as quickly. I recommend giving it a try. My physical therapist said that if you want to regularly do strenuous and repetitive motions (i.e. playing melee) with any muscles, then you have to train those muscles to be able to easily withstand such activity. In other words, the super intense 10000 apm tech that melee consists of cannot be the most/only intense workout that your hand/arm muscles undergo on a regular basis. That is how you burn out and overuse your muscles.

Hope this helped a bit :)
