Any good *Free* Webcam programs, or it won't help?

Using an Inspiron 1525, a Dell laptop. Basically, when I record, I get an FPS of 6-7. So when I try to record a match, I get this:

Maybe my Webcam just sucks, but I'd like to think it's the Dell webcam console. Can another program help, Linux OR Windows, fine with whatever, but it'd be nicer if someone linked to a Windows one, although I'm fine with Linux.
