It can hit people tethered. Not sure how far down it'll connect, but I managed to hit a Samus that tethered fairly close to the stage.

Smash Master
Yeah. If you go into SSE and stand on a part of the stage that has destructible blocks, you'll find that the blocks beneath you are the first to break from the up smash. It hits below you too.

His u-smash has a hitbox below him as he is actually pulling something from the ground. I'd rather use d-smash for hitting things below.
