Amiibos/Custom Movesets in Competitive

Most people are saying custome movesets should be banned for competitive, and that is clearly preemptive, but from what I've seen of Falco's custom moves, they don't look like much of a big deal. And since you can save loadouts to Amiibo figures and then scan them into any Wii U so that loadout can be used on any Wii U console, I think if people brought their own Amiibos of their mains to tourneys it could easily work. Another thing to consider is that tourney organizers could require everyone to state whether or not they were using custom moves beforehand, and if they were, then tell everyone what exact moves your character has, then give the other competitors time to plan accordingly. Thoughts?
