Okay, here's what happened:
I had three tabs. On one, I had the Queen We Will Rock You music video on Youtube. On the second, I had the Super Smash Flash 2 Demo. On the third, I had Smashwiki.

But anyway, there I was minding my own business. For the last hour or so I had been getting this same pop-up at intervals, along with a few other pop-ups (in windows). The pop-up blocker let about 80% of them through for some reason. But then all hell broke loose!!!!

When I went back the Internet Explorer window, there were about eight tabs with the same URL. I don't think it was the same as that other annoying pop-up, and besides, this was in tabs. Having a slow computer as it is, the computer lagged horribly. I pressed Ctrl+Alt+Delete then clicked task manager. It actually took a while for it to pop up. I looked for anything strange in the task manager. Then I saw it: in the bottom left, it showed a process was being added every few seconds! I clicked on the Processes tab and sure enough, different processes were constantly being added. Needless to say, I was horrified. The computer was lagging ludicrously, and it would be almost impossible to click Start and shut down from there. I took matters into my own hands and held the on/off button on the computer until it turned off.

Now, pop-ups are still appearing, though not in tabs. I'm suspecting a Trojan or virus got on my computer, though I hope it isn't so. Every time I go to another page, I get nervous that the incident will happen again. There's this pop-up with the HTTP 404 Not Found thing on it, so I'm leaving that up, because I suspect whatever's going on only makes one pop-up at a time.

What is the BEST course of action I can take?

EDIT: Dangit, I got another pop-up! -.-

Computer repair shop? Try fixing it yourself first.

Do you have antivirus software? Run a full scan.
Run complete malware checks with Spybot and AdAware first. You can also run online virus scans with Panda Online and Trend Secure's websites.

Sounds like Bearshare.
Same thing happened to me. Turns out it was a virus. Get your system checked out quickly.
