Olimar [and Samus]. (and most are Shulk, Sheik and Ryu)
That's pretty weird tho, it seems to be a technical character imo
Any thoughts of this?

All characters except R.O.B. are the least technical because R.O.B. uses superior technology!

I know Samus got a low rating because the Samus mains complained a lot about her original rating (which I think was a 7), so he retaliated by giving her a '1.' Not sure if there's a similar story with Olimar.

That doesn't tell me anything. Skill comes in various ways.
I believe a character's "skill cap" is mostly determined by the amount of information there is to learn about that character, all of the things you're required to keep in mind when playing that character, and the general difficulty when performing said character's Advanced Techniques. See Melee Fox (and in this iteration, Ryu).

Hello! Samus main here! The reason why we say she's so technical is because she can't use her easy options such as rolling ('cause it's bad) so were forced to use SHAD (Short Hop Air Dodge). You can't spam as a Samus or follow a simple 1-2 combo (d-throw uair) since it doesn't always work. You have to PP your uptilts for them to be useful. As of now she's at her prime since her shield game is DEVASTATING. She has great combos (which all take knowledge of percent to get right) as well as zoning tools and shield breaking tools which because of the new shield mechanics is kinda big. To the average player Samus is a bad character because her easy options are bad, they shouldn't base judgments when you don't have enough data to back it up (Just saying).

The thing is, you guys were saying she should have the absolute highest rating, up with (or higher than) Shulk.

But that's not really technical. Short hop air dodge is not even an advanced technique really. She can't spam because her options aren't all that great to spam. That's it. All combos take percent knowledge to get right. But performing Samus combos doesn't require difficult series of inputs or anything like that. The only thing that's 'hard' is that Samus has more limited tools than other characters, which just means that she isn't an amazing character and has to work with Samus (though Samus isn't that awful).

Also it has been a while since the Zelda and Samus boards have gotten into one of their monthly fites, you guys are slacking. I need more entertainment in my life.

But seriously there are so many threads where these boards get in arguments, it's hilarious

If you define technical as "requiring something resembling an advanced technique or mastery of a non-generalized mechanic in order to perform well," then the most technical are probably (in no order or accounting for how difficult said non-generalized mechanics are), according to my opinion,

:4ryu: (Command inputs)
:rosalina: (Luma spacing)
:4robinm: (Tome/sword management)
:4alph: (Pikmin order/specialty management)
:4duckhunt: (Projectile shot priority management)
:4peach: (Floating)

Obviously your mileage may vary. This is entirely opinion. Don't take it too seriously. Even these aren't hard to do if you play the character with any regularity.

Whatever that's just my input, I don't want to start a war. With her wonky hitboxes you have to space nearly every move for it to not suck (bair up-smash f-smash). Also getting that charge shot at 90% for a kill is baiting out options so you can hit then CS is technical in my books.

I don't count fuel management because it's negligible outside of stalling, but if you want, add Villager for the same reason.
Laser charge is passive, doesn't add to technique any more than Bowser and Charizard managing fire breath.
Gyro is a charge projectile that turns into item play. If you want to count that, feel free to add Peach, Links, and Diddy.

Actually, adding Peach because floating is a fairly tricky mechanic not shared elsewhere.
