About my second

I main Luigi since december, my second is Ness (since May). My question is: Ness is a good second? He cover some Luigi bad match ups? Because both sucks vs Sheik and Rosaluma... Right?

Ness is hard countered by Rosaluma and sheik has no counters, so yes and yes.
