About how long should it take to me to N-Air into Shine correctly almost every time?

I just started yesterday and practiced for maybe half an hour. I'm getting the hang of it a little bit.

Depends on how strong your muscle memory is. Some people learn stuff fast. For a couple days when I had no school, I practiced just wavelanding and wavedashing offstage for like 2 hours each of those days. So many SDs and even when I started getting it in a row I'd mess it up sometimes [still not properly implemented in my general movement]. If you picked up wavedashing fast, then I'd agree with 5pence, it's not that hard (I'm working on my own Falco combos and such and it's not bad, although I'm still kind of slow). But if wavedashing took a while just to get the mechanics right, then don't expect it to come that fast. That said, I'm sure it'll be all the more rewarding for it [I'm a Link main right now so finally getting Falco combos somewhat consistently is so darn satisfying.]

Also l-cancel like meke said.
