A replacement for the Ice Climbers

If they can't do the AI thing with the Ice Climbers, even after the fact with DLC, would people who use them as mains in Melee/Brawl be content with a semi-clone of sorts, maybe with the same B moves and movement just without the "two character" mechanic? How could they implement that?

Maybe your favorite Ice type Pokemon? Or Iceman from the Megaman games? Or Elsa?
