This is all tested in the waiting room of Brawl's wi-fi on Sandbag. Since it has only one frame for its standing animation, "grazing hits" (No damage, no flinching, just a hit spark) can be landed consistently, provided that the move is not randomized. (ala Peach's F-Smash) More may be added.
tl;dr: I'll just leave this here.
Highest "All around range"
1. Thunder's Sweetspot
2. Up Smash
3. Up Tilt
4. D-Smash
Highest Foward range
1. F-Smash
2. D-Tilt
3. AAA combo
4. F-Tilt
5. Thunder's Sweetspot
6. Up Smash
7. Up Tilt
8. D-Smash
As you can see, Pikachu's most hated moves (Thunder and D-Smash of course), are not quite all they're cracked up to be. Up Tilt is a better move to clear out everything around you (Unless you're going for a KO, or as I like to put it, using someone as a Moon-shield), AAA has a HIGHLY deceptive range, outranging even Thunder (horizontally); and of course, if AAA outranges it, F-Tilt, D-Tilt, and F-Smash are SURELY greater in range.
