Indeed it has, and it's pretty well known. Unfortunately there aren't many ways to circumvent c-stick problems in this game.

Stop holding the stick down. Simple way to subvert it. There's no benefit to holding it anyway unless you're charging a grounded smash.

Flick it, and you won't experience a significant momentum change.

It still happens, and pretty significantly too, when flicking the c-stick.

Hmm, well idk if the cause was already known but I just figured out that at least with the first jump it's the timing of the input after you do the jump that counts. I tried it out until I found the timing then repeated that timing and got it to occur again, 4 times in a row. I have repeated this procedure 4 times now and keep finding the same result. Fair sends Shulk far forward, Bair far backward, and Dair actually sends him a little bit forward too. I have not found anything with Uair yet, because I just get jump cancelled up smashes.

With further testing, I was able to reproduce the effect using the A button to do the forward air. I was flicking the movement joystick to only have a slight amount of forward velocity which remained constant. After some tries, I got the horizontal velocity boost with using the A button too. It was not as strong as the smash attacks c-stick's boost, but rather the size of the boost you get when having the C-stick set to tilts.

What this means is that the issue does not derive from the c-stick, but from the programming of using an aerial at a certain moment after you jump. Although, having the C-stick set to smash attacks does worsen the issue. There does not seem to be a large window in which this glitch can occur.

I have not gotten it work with the second jump after much testing. It's probably just the ground jump.
