3DS Being used as controller in competitive Smash WiiU

Whenever I see tournaments, they never mention SSB 3DS tourneys, so if I went and I used a 3DS as a controller for WiiU, would I be able to play in the tourney?

It depends on the tournament rules, but many don't due to the fact that it's inconvenient to constantly switch to the menu and set up your 3DS as a controller, or something like that.

I find the Pro Controller to be very viable though, and the buttons are placed so similarly compared to the 3DS it shouldn't take you much time to get comfortable with it.

You can use depending on the tournaments rules. Also if you feel more comfortable witha 3ds instead of a GameCube controller or Gamepad talk to the people who run it to see if you can use it.
