hey this is my first thread and I tried searching for anything along these lines and didn't find anything. anyway
so I was just informed (rather rudely) over a local smash Facebook group that the local tournament banned 20xxte claiming it could be hacked? has anyone heard of this happening before? as far as I knew (which might not be very much) 20xxte was pretty solid and accepted universally. is this a typical thing?

I don't know what they're talking about with it being hacked. You can load mods to help you cheat off memory cards in the same way that 20XX TE is loaded, but banning TE would accomplish exactly nothing towards stopping people doing that since any memory card can load a mod, even one which outwardly appears to contain a normal Melee save file; you'd need to ban people from loading the save data off their own memory cards (and monitor everyone constantly since it only takes a few seconds to do).

20XX TE is banned because it crashes or has gameplay-affecting bugs not present in vanilla Melee. These are being fixed over time and I'm pretty sure are rare or non-existent by this point, but it's not possible to ever be entirely sure that they have been removed entirely. There are some locals which use it (I can't remember which or what their experiences have been with it), but no majors have used it so far that I'm aware of.

your point about save files is what I was initially thinking the response not making sense, but I guess potential bugs or crashes would be the biggest reason against it, but no one mentioned that, so I'm just going to insinuate that they either have no clue what they are talking about or were just being obnoxious.

I guess they are concerned because of that one incident where a Pichu player modified one tournament setup to buff pichu. I think the people in your local smash group are overreacting. After all, people bring their setups with them all the time. It's infeasible, let alone nearly impossible to make sure those aren't "hacked". Additionally, someone who knows their stuff in terms of melee modding would have to set that up since making a custom memory card hack or even modifying regular melee requires a lot of specialized knowledge.
Anyways, here's a response by Dan Salvado, the guy who created 20XXTE on the "issue":
