i think the reason that this hasn't come out earlier is because it is waaaayyyyy harder to do in brawl than in melee, for 2 reasons. 1, there's more characters to test, though that's not such a big deal, and 2, stale moves. if you do all this in training mode, the percentages probably won't transfer to a real match (unless you save certain moves to kill with).

This if from the Falco forum.
Hello guys !
The percents are calculated with this settings :
- On the center of FD.
- On Mario.
- On a CPU Lvl 9 (Famistu used a lvl3 CPU...)
- Le DI and air dodge are taken in account !
- Smashs are not charged.
- NKP = No Killing Potential (more than 200%)

i'm pretty sure stale moves don't get reset immediately after using a different move, i'm not sure they get reset at all, but most likely they slowly recover.

The only way I know of resetting stale moves is by death but, either way...Meh. BTW, if you need some percents smashNoob, I'll be willing to help you out a bit. Just give me the characters you need, and I'll probably have it up by tonight or tommorow morning.

The most widely believed theory on how stale moves work, since Sakurai won't confirm anything is that there's a queue of the moves that you've used and gotten off stored on your character. After using a move more than once in a 9 move sequence, each time you use a move your other moves recover a bit of their original power and knockback

It should all be based on some unknown algorithm

I downsmash twice to start a match
I blaster (dsmash +1)
I utilt (dsmash +2)
I blaster (dsmash +3)
I fsmash (dsmash +4, blaster +1)
I dsmash (dsmash at 0, blaster +2)

It hasn't yet been confirmed how many moves you have to do to get a move back to full strength after just 2 repetitions.
